A priority sector for France

European demand for batteries is growing rapidly and is expected to increase 14‑fold by 2030, mainly driven by the electrification of transport.

Given the strategic nature of this sector and its economic weight, the emergence of an industrial offer is a priority.



The sector in figures


  • In 2018, France launched a “Batteries” plan to fast-track the emergence of a battery production sector.
  • Six gigafactories will be established in France and should be able to achieve a battery production capacity of between 100 and 120 GWh.
  • 40 battery-related projects were supported via the “France 2030” schemes, representing €2.3 billion in aid and €8.2 billion in investments.

Carbon-free and affordable electricity


Thanks to its nuclear sector, France has one of the least carbon-intensive energy mixes in the world. It is ranked second in Europe for the most carbon-free electricity production. It can guarantee a stable supply at a competitive cost through long-term contracts for manufacturers with an electro-intensive status.



A large talent pool


Workers, technicians and engineers: numerous training courses related to the manufacture, use, maintenance and recycling of batteries exist throughout the country. The French government supports the development of these training courses with one aim: to train 70,000 people in battery professions by 2030.

They chose France

  • ACC, the joint venture between Stellantis, TotalEnergies and Mercedes, inaugurated the first giant French electric battery factory in May 2023. Located on a 34-hectare site in Billy-Berclau Douvrin, in the Hauts de France region, it will reach an annual capacity of 40 GWh by 2030, the equivalent of around 500,000 electric vehicles. Series production of the first batteries began in December 2023.

    They were delivered to Peugeot, which will use them to equip its new electric 3008.

  • The Taiwanese firm ProLogium Technology has chosen France to set up its first large-scale solid-state battery manufacturing plant outside of Taiwan. The investment amounts to €5.2 million. The construction of this factory, where manufacturing activities are set to start in 2027, is planned for Dunkirk, in the Hauts de France region.

  • XTC New Energy Materials, a Chinese firm specializing in the production of materials for electric batteries, and the French group Orano, signed agreements in 2023 for the creation of two joint ventures dedicated to the production of materials essential to the manufacture of electric vehicle batteries – cathode active materials (CAM) and their precursors (pCAM).

    The two plants, operational in 2026, will be located in Dunkirk, in the Hauts de France region.

    This investment of €1.5 billion will contribute to the development in France of a value chain for the production and recycling of batteries, as well as to French autonomy in terms of the supply of strategic materials.
