France strengthens its attractiveness in an unstable global context

In 2023, 1,815 investment decisions were recorded. These projects are expected to create or maintain 59,254 jobs within three years. On average, 35 investment decisions were recorded per week last year in France.

These results demonstrate that France has managed to maintain its attractiveness to international investors. They are the outcome of a comprehensive program of structural reforms implemented since 2017 by the President of the Republic and his government, aimed at transforming the economy, business activities, and enhancing competitiveness. France has held the top spot in Europe for attracting foreign investments for five consecutive years.

These projects originate from 56 different countries, with the majority coming from Europe (65% of the projects and 56% of the jobs). The United States maintains the lead with 305 projects (17,000 jobs), followed by Germany with 272 projects (6,815 jobs). The United Kingdom completes the top three investor countries in France with 173 projects recorded (4,435 jobs).

International investment projects are spread throughout the entire country. Foreign-controlled companies are present and create jobs across all regions of France. 49% of the projects and 73% of industrial projects are located in towns with fewer than 20,000 inhabitants.

France does not rest on its laurels; it is resolutely engaging in new reforms to maintain its global and European ranking. It pursuing its efforts to modernize and innovate. To promote its economic strengths, the President of the Republic convenes foreign investors annually at the Choose France Summit in Versailles, an essential event on the international leaders' calendar.

Since last autumn, France has been running the "Make it Iconic" campaign to promote the France brand, drawing on its strengths in terms of industrial and economic dynamism, innovation potential, and cultural and artistic vitality. Investors and talents from around the world are invited to come and create in this land of innovation.
